Guide to the Computation of Synopsis of Academic Personnel Manual Section 133 I. Limit for Individuals Holding Titles as Assistant Professor or Assistant Professor-in-ResidenceStanding Order 103.9 mandates that: "An Assistant Professor who has completed Eight-Years of service in that title, or in that title in combination with other titles as established by the President, shall not be continued after the eighth year unless promoted to Associate Professor or Professor." APM-133-0-a states that periods of service on any campus of the University of California in any combination of the following titles count toward the Eight-Year Limit in determining the status of an Assistant Professor.
Appointment at any percentage of time including 0% (WOS) counts toward the Eight-Year Limit, unless the 0% (WOS) appointment is also Without Step. UCLA does not count any Instructor or Acting Instructor titles toward the Eight-Year Limit. This differs from policy as stated in APM-133-0-a. Years of service are calculated over a lifetime on any campus. There are additional titles found in APM 133 that count toward the Eight-Year Limit but are either not used at UCLA or are no longer in use by the University. In addition to the above list, UCLA also counts the following titles toward the Eight-Year Limit:

Limit for Individuals Holding Titles as Assistant Professor of Clinical (X), Assistant Professor of Clinical (Compensated), and Assistant Adjunct Professor at more than 50 % timeAPM-133-0-b states that periods of service on any campus of the University of California in any combination of the following titles count toward the Eight-Year Limit in determining the status of the above mentioned titles.
Appointment at any percentage of time including 0% (WOS) counts toward the Eight-Year Limit, unless the 0% (WOS) appointment is also Without Step. In computing time for the Adjunct title, only those quarters or semesters at more than 50% time will count. For appointments at 50% time or less, there is no limit on the total number of years an individual may hold a series of such appointments. Years of service are calculated over a lifetime on any campus. There are additional titles that count toward the Eight-Year Limit but are either not used at UCLA or are no longer in use by the University. Please refer to APM-133-0 for the actual text. Note: UCLA does not count the title of Lecturer PSOE, Senior Lecturer PSOE, Instructor or Acting Instructor when determining the count toward the Eight-Year Limit for any of the above titles. This differs from policy as stated in APM-133-0-b.

Limit for individuals holding titles as Lecturer (PSOE) or Senior Lecturer (PSOE) at more than 50% timeAPM-133-0-c states that periods of service at on any campus of the University of California in any combination of the following titles count toward the Eight-Year Limit in determining the status of the above mentioned titles. Professor series and related titles regardless of percentage of time:
Appointment at any percentage of time including 0% (WOS) counts toward the Eight-Year Limit, unless the 0% (WOS) appointment is also Without Step. Years of service are calculated over a lifetime on any campus. For additional titles that count toward the Eight-Year Limit but are not used at UCLA or are no longer in use by the University refer to APM-133-0-c. IV. Temporary TransfersTemporary transfers or temporary changes of status from the Assistant Professor rank of any series to any other title listed in the foregoing sections, shall be regarded as periods of academically related leave and shall be included as service toward the eight-year period. For the Regular Professor series, temporary transfers from Assistant Professor to Assistant Researcher are counted toward the Eight-Year Limit period.
V. Use of Adjunct and Professorial Research TitlesWhen an Assistant Adjunct Professor appointment runs concurrently with an appointment as an Assistant Researcher, service toward the Eight-Year Limit should only be counted if the Assistant Adjunct portion of the appointment is more than 50%. Theses appointments are typically found in the School of Medicine.
VI. Leaves of AbsencePeriods of leave, whether with or without salary, shall be included as service toward the Eight-Year Limit unless, upon the basis of a petition filed at the time leave is requested, the Chancellor determines that the activity undertaken during the course of the leave is substantially unrelated to the individual’s academic career. The Chancellor shall report such a decision in writing to the individual. Leaves, with or without salary, granted for the purposes of childbearing, childrearing, illness or under the provision of Family and Medical Leave may also result in the extension of the probationary period depending on the duration. Periods of leave, with or without salary, in the year in which the Eight-Year Limit promotion review is otherwise scheduled, normally will not postpone that review. Any reconsideration of a non-renewal decision made in that review must be conducted in the following year. Leave without salary in the year following the Eight-Year Limit review will not extend to the next year the period in which there can be a reconsideration of a non-renewal decision. VII. Extension of the Eight-Year Probationary PeriodUpon request of a faculty member who has substantial responsibility for the care of a newly born infant or newly adopted child under age five, an extension of the Eight-Year probationary period of up to one year may be granted by the Chancellor. For each event of birth or adoption provided that all time off the tenure clock totals no more than two years during the probationary period. The request for an extension must include a written statement by the faculty member certifying that he/she has such responsibility. Request for such extension must be made within two years of a birth or adoption. The provision to stop the tenure clock due to substantial childcare responsibility does not constitute nor require that a formal leave of absence be taken. An Assistant Professor who has substantial child care responsibilities that begin after the start of the Winter Quarter in the seventh year of service toward the Eight-Year Limit, will not be granted an extension of the probationary period. Time off the clock granted under the provision of childcare responsibilities in combination with any other approved time off the clock, cannot exceed two years.
VIII. Components of the Eight-Year PeriodFor a Academic Year (9-month) appointee, the Eight-Year period consists of twenty-four (24) complete quarters or, under the semester system, sixteen (16) complete semesters, or a combination of these two with one semester equal to one and on-half quarters. For a Fiscal Year appointee, the Eight-Year period consists of ninety-six (96) months of completed service, inclusive of periods of vacation. Periods of sabbatical leave count toward the Eight-Year Limit. Service in any title for less than full time while in student status on any campus of the University of California does not count. Temporary transfers or changes of status from Assistant Professor (or any other title listed in Section IV, "Temporary Transfers" and Section V, "Use of Adjunct and Professorial Research Titles") to any other title or title series shall be regarded as periods of academically related leave and shall be included as service toward the Eight-Year period. Leave without salary or resignation with subsequent re-employment, does not invalidate the counting of service prior to the interruption.
IX. Timing the Submission of a DossierReview and submission of dossier for consideration of promotion are required during the seventh year of service which counts towards the Eight-Year Limit. Exclusion of one or two quarters (or one semester) from the probationary period will not necessarily affect the timing of the review. A. Example: Assistant Professor X, an Academic Year (9-month) appointee, is appointed in the Spring Quarter of 1998. 1998-99 service will not count as a year in scheduling the 7th year promotion review. The service in Spring Quarter 1998, though, will count toward the Eight-Year Limit on service as an Assistant Professor. X. Restrictions on Re-employmentIn cases where there has been a review of an individual as described in Sections I, II, and III, and the Chancellor has decided not to continue the individual’s appointment in that series, the individual may not be appointed on any campus of the University to any faculty series or title listed below for a period of five years:
Note: Lecturer in Summer Session and the Clinical Professor (Voluntary) series are not included in this list.
XI. Eight-Year Limit on Service Funded from General FundsIn addition to the Eight-Year Limit set forth in Sections I, II, and III, when an appointment in any of the series listed below is supported by state funds for more than 50% time, the total period of such appointment, either alone or in combination with the below listed series, shall not exceed eight years.
For a Academic Year (9-month) appointee, the Eight-Year period consists of twenty-four complete quarters or, under the semester system, sixteen complete semesters, or a combination of these two with one semester equal to one and one-half quarters. For a Fiscal Year appointee, the Eight-Year period consists of ninety-six months of completed service, inclusive of vacation.
