I. Organization of The CALL

A. The first section of The CALL presents a "Summary of Policy" for each of the following series:

These policy statements -- describing the characteristics of each series, the criteria for appointment and advancement, steps in rank and merit increase stages, etc. -- are followed by 37 appendices which detail various policy matters regarding Academic Personnel -- e.g., guidelines for Department Chairs regarding the review process in Appendix 1, "Guidelines for Department Chairs and Other Recommending Officers"; Appendix 2, "Synopsis of APM-220," regarding procedures in the review process; etc.

B. In addition, the subject matter covered in The CALL's treatment of each of the above series includes the following main headings:

C. The second section of The CALL provides a "Summary of Procedures" for effecting a wide variety of personnel actions -- e.g. procedures for actions requiring dossiers, and those not requiring dossiers; appointments; appraisals; promotions; renewal of appointment; merit increases; etc. These procedural descriptions are followed by sample solicitation letters for appointment and hurdle step actions. The Data Summary Forms are now available on the Academic Personnel website at http://www.apo.ucla.edu/data_summaries.asp.

D. The references in the index typically apply to more than one series, and the references are given not to page numbers but to policy (or procedure) segments that re-appear for each of the series. Thus, for example, if one is interested in the question of who has "Approval Authority" for promotion to Above-Scale, the index below indicates (under the "Above-Scale" heading) that this topic is covered in Section V-A-5 of the policy section in The CALL; and it is understood that reference to such authority can be found in that section for each of the pertinent series -- i.e., in V-A-5 for the Regular Professor series (on page 11), for the Professor-in-Residence series (on page 33), for the Adjunct Professor series (on page 55), etc.
 



II. 2008-2009 Changes in The CALL

In consultation with the Academic Senate Executive Board and the Council on Academic Personnel (CAP), the following changes to The UCLA CALL have been finalized and apply to personnel actions with an effective date of July 1, 2008 or later.  Please note that these changes do not apply to actions with an earlier effective date. 

ACCELERATED MERITS AT THE FULL PROFESSOR RANK ONLY

 

Currently, merit increases that are accelerated two years or more must go to CAP and then to the Vice Chancellor for Academic Personnel (VC) for final approval.   Under the new policy, Deans (with the exception of one-department schools) will have final authority for two-year accelerations at the Full Professor level -- with the exception of merits to Step VI (this requires CAP review and VC approval).  Such accelerations that entail off-scale salaries will still require VC approval for the salary only.  This policy does not apply to the Assistant and Associate Professor ranks, since a two-year acceleration would mean skipping a step.  The one proviso is that Deans do not have the authority to approve two (2) consecutive, two-year accelerations; the second such action would have to go to CAP and the VC.

 

DEFERRED MERITS

 

All deferred merits will now be under the Dean's authority; they will no longer require CAP review (unless requested by the candidate).  For deferred merits that do not fall within the Dean's authority for salary approval, the salary will require VC approval. 

  

REVIEW COMMITTEES

 

Although CAP has decreased the usage of campus-wide ad hoc committees (RCs) in recent years, the language in The CALL did not reflect that change.  The CALL now reads that RCs will be used “as appropriate.”

FIVE YEAR REVIEWS

The new changes in Appendix 12 clarify that the outcome of a Five-Year Review can be an acknowledgement of good performance and a possible recommendation for an off-scale increase when warranted by recent achievements, as well as the possibility of more support from the University for their research program.

“RETURN TO SCALE RATE” DELETED

Appendix 17, “Summary of UCLA Policy on Off-Scale Salaries,” removes Section IV “Return to Scale Rate.”  The policy is obsolete as UCLA faculty are no longer expected to return to scale.


 



1999-2000 Changes in The CALL

The following items summarize changes in language, policy or procedure that have been approved since the last revision of The CALL that was issued October 1995.

A. Recent Changes in the Series Sections

1. Salary Delegation - In 1997, the President delegated his salary approval authority to Chancellors. The CALL has been changed to incorporate this change avoiding language that cites salary maximums that are subject to change each year.

2. Definition of Re-employment - Removal of the term, "break in service" since it is not appropriate for any academic series. A re-employment action has been better defined as "appointment in the same series after a previous separation."

3. Definition of Change in Series - Change in series has been clarified as a "transfer to another academic series" rather than "from" another series. A new Appendix 26 has been added to clarify the course this type of action should take.

4. Definition of Split Appointment - Language clarified to indicate that these actions result in the division of a "salaried" appointment. A reference has also been added regarding policy governing Interdepartmental Degree Programs and Centers for Interdisciplinary Instruction, and the splitting of faculty FTE in these areas (Appendix 15).

5. Effective Dates of Personnel Actions - Language has been added to better illustrate academic year and fiscal year service periods.

6. Step IX - Addition of Step IX procedures effective July 1, 2000.

7. Fiscal-Year/Academic Year - Replacement of the terms, "11-month" and "9-month" in accordance with technical changes made to the Academic Personnel Manual in 1996.

8. Merit Appointment Authority for Assistant Professors - Change with regard to approval authority for accelerated merits. The Vice Chancellor, Academic Personnel has changed the delegation of accelerated merits at the Assistant Professor rank. The dean’s approval authority has been reduced from two years of acceleration to one year.

9. Appraisal Authority - Routing procedures and language have been inserted describing the Council on Academic Personnel participation in a "with reservations" appraisal. The Council of Academic Personnel at their discretion, may recommend that a "with reservations" appraisal be reviewed and decided upon by the Chancellor.

10. Section VII, The Eight-Year Limit Review - This section has been expanded to give step by step instructions, similar to the other academic actions that are indicated in The CALL.

B. Changes to Appendices

Appendix 1, "Guidelines for Department Chairs and Recommending Officers," language has been amended to reflect current campus practices. Changes include: (1) Chair address the scope of the search for initial appointment actions; (2) clarification regarding how to address and proceed when a candidate provides for the review file, names of individuals who might not be objective in their evaluation; and, (3) language addressing the submission of actions not received by established deadlines.

Appendix 8, "Instructions to Review and Appraisal Committees for the Clinical Professor (compensated) Series," no longer contains a requirement for a promotion file to be supplemented by extramural letters.

Appendix 14, "Guide to the Computation of Years of Service Which Count Toward the Eight Year Limit," has had Appendix 26 incorporated into it.

Appendix 15, "Joint and Split Appointments," reflects language to clarify the role each department has when preparing personnel actions for both joint and split appointment. This section also contains recently approved policy and procedures addressing appointments in Centers for Interdisciplinary Instruction (CII) and Interdepartmental Degree Programs (IDP).

Appendix 17, "Summary of UCLA Policy on Off-Scale Salaries," has had language added indicating the adoption of the following return to scale schedule as being the campus standard unless otherwise recommended:

"Off-Scale increment at the time of each personnel action to be reduced by 50% of the salary scale increase for that action until the salary rate is on scale."

Appendix 21, "Guidelines for Access to University Personnel Records by Governmental Agencies", has been removed and replaced with a new section, "Employment of Near Relatives." This section now describes applicability, recruitment, participation in the review process and contains new annual reporting requirements.

Appendix 22, "Summary of Recruitment Policy" has been streamlined with respect to recruitment from non-UC institutions. New guidelines on intercampus recruitment have been added. The list of member institutions of the Association of American Universities (AAU) has been updated.

Appendix 23, "Faculty Search Guidelines," now contains detailed charts to assist administrators when applying the search guidelines.

Appendix 25, "Leaves of Absence," reflects recent changes in regard to Family and Medical Leave, Childbearing Leave, and Active Service Modified Duties policies.

Appendix 26, "Summary of Policy Regarding Impact of Periods of Leaves With or Without Salary on Eight-Year Limit Reviews," has been incorporated into Appendix 14 "Guide to the Computation of Years of Service Which Count Toward the Eight-Year Limit" as Section VI.

New Appendix 26, "Change in Series" has been included to clarify the intended nature of the action. Clear definitions have been established and charts have been included to assist in identifying whether a proposed action should be considered as either an Appointment or as a Change in Series.

Appendix 28, "Recall Appointments" reflects the expiration of the VERIP recall program.

Appendix 31, "Guidelines for Processing Actions for the Academic Administrator and Academic Coordinator Series," has had clarification language added with respect to review and approval authority and language defining the perimeters for acceleration and deferral.

Appendix 32, "Specialist Series," has had clarification language added similar to what has been previously described in Appendix 31.

Appendix 34, "Non-Senate Academic Appointees Corrective Action and Dismissal" reflects recently developed step-by-step local campus procedures implementing policy as stated in APM 150.

 


 

III. The Academic Personnel Website

Located at http://www.apo.ucla.edu, the Academic Personnel web site is designed to assist staff members, faculty, Chairs and Deans in accessing academic information quickly and easily. Eight categories contain various information regarding academic policy, procedures, programs, benefits and services. The website reviews current and past Vice Chancellor communiqués as well as dossier deadlines, APM revisions and proposed policy changes. You will also find publications addressing the faculty review process, forms required for dossier processing, links to other academic web sites, and training classes offered by Academic Personnel.
