ACADEMIC PLANNING & BUDGET

The Office of Academic Planning and Budget manages the strategic planning and budget process of the campus. It consists of the divisions of Budget & Financial Planning, Financial Analysis and Program Analysis & Information Management.  They are responsible for the administration and maintenance of UCLA's operating budget and performs related research, planning and financial analysis functions for the University's executive management and academic administrators. 2107 Murphy Hall,  http://www.apb.ucla.edu, (310) 825-2321.
 

AUDIT AND ADVISORY SERVICES

This department provides to all levels of university management, consulting and audit services in areas such as financial operations, administrative processes, systems and controls implementation. Audits and consultations are designed to evaluate and promote effective internal controls and operations. BUSINESS & ADMINISTRATIVE SERVICES

Business & Administrative Services (formerly Business & Finance) is a multi-faceted business operation with broad-based campus responsibilities in key operating areas. Services include housing and hospitality programs, event management, parking and transportation, child care, human resources, insurance and risk management programs, campus mail and document services, real estate and loan programs, corporate financial services, administrative computing, communications technology services, facilities management and purchasing. 800 Wilshire Center, http://www.be.ucla.edu, (310) 794-6000.

Campus Procurement
UCLA Purchasing's mission is to acquire (buy, rent or lease-purchase) supplies and equipment for UCLA departments at the best value considering quality, price, terms and conditions, value-added services and ability to deliver on schedule.  Purchasing seeks to protect the interests of the University by ensuring UCLA has valid contracts with reputable suppliers and complying with Federal Acquisition Regulations for federally-funded research. Purchasing also develops small business partnerships and campus-wide commodity agreements, researches markets for new products, ideas, and efficient sources which will result in cost savings and improved patient care, academic programs and research. 650 Wilshire Center, http://www.purchasing.ucla.edu, (310) 794-6029. 

Corporate Financial Services
Corporate Financial Services is comprised of nine operating units, all of which provide core financial services to the UCLA campus community.  Services provided include accounting, payroll, accounts payable, tax services, travel, equipment management, records management, financial management programs, student accounting, cashiering operations and BruinCard. Office of Tax Services
The primary goal of Tax Services is to minimize the University's overall tax liability and ensure that the University is compliant with its institutional tax reporting and withholding obligations. Tax Services prepares and approves UCLA’s tax documents and serves as an internal tax advisor to central processing and administrative units such as Accounts Payable, Purchasing, General Accounting, Payroll, Student Accounting Travel and Real Estate.  UCLA administrators and academic departments can consult with Tax Services on tax questions and problems related to University business.  Other services include managing audits by external taxing authorities and influencing tax law and policy changes. CAMPUS HUMAN RESOURCES (CHR)

 Campus Human Resources provides a wide range of services for members of the UCLA community.

§        Benefit Services conducts new employee orientation, provides benefit and retirement consulting, coordinates open enrollment, trains personnel representatives on employee benefit plans and services, including retirement, savings programs, health and welfare plans, disability, and life insurance. §        Compensation Services provides consultative services to managers, supervisors and employees on compensation, job classification, and pay issues.  The unit also conducts salary surveys, and maintains the Title & Pay Plan for non-academic employees. Call (310) 794-0880.

§        Employee/Labor Relations and Personnel Services consults with management and employees on performance issues, conflict resolution and aids in collective bargaining agreements. See Section VI for more information or call (310) 794-0860.

§        Employment Services assists hiring managers with recruitment strategies and selection tools, posts open positions in the Campus Job Opportunities bulletin, advises departments on the legal aspect of the hiring process, and coordinates the use of professional search firms. §       Staff Affirmative Action provides consultative services in the areas of Affirmative Action (AA), Equal Employment Opportunity (EEO), and diversity. The office maintains UCLA’s Staff Affirmative Action Plan, investigates staff employment discrimination and sexual harassment complaints, and conducts diversity education training. §        The Staff and Faculty Counseling  Center provides counseling for personal and work-related problems, department interventions, workshops on coping strategies and constructive problem-solving, and coordinates elements of UCLA’s Work/Life Program.  See Section VI for more information or call (310) 794-0245.

§        Training and Development coordinates the In Service Training Program (catalog and enrollment available online), provides supervisory training with other CHR units, administers career development programs, offers career counseling for layoff employees, delivers management training, and conducts organizational development assessments and interventions for faculty and staff administrators. CAPITAL PROGRAMS

Capital Programs is responsible for the planning, design and construction of major capital improvement projects at UCLA. The department provides support to campus executive management and academic administrators in developing and implementing the capital program for the campus, from initial long-range development planning through specific building project completion. EQUAL OPPORTUNITY/DIVERSITY PROGRAMS

Developing and maintaining diversity in all aspects of campus life is one of UCLA's highest priorities. The University has a student body that is among the most diverse in the nation; it strives to attain that diversity at all levels of campus employment and nurture a campus community where everyone is respected and valued.

The Academic Senate Committee on Diversity and Equal Opportunity is active in recommending policies and programs to advance faculty diversity (see Section II). There are also programs in effect to promote the recruitment and retention of faculty, staff and students with disabilities. Faculty Diversity
The Chancellor's Office of Faculty Diversity, (3134 Murphy Hall, (310) 206-7411) conducts a range of activities through this office intended to diversify the faculty, in conformity with federal regulations and University of California policy. These activities include:

  • Maintaining and publishing data on the gender and ethnic composition of the faculty
  • Assisting departments and schools in identifying candidates from underrepresented groups (women, African Americans, Hispanics, American Indians and Asian Americans) for faculty positions
  • Operating the Faculty Career Development Program, which provides pre-tenured junior faculty with research support.

Staff Affirmative Action Office
The role of the Staff Affirmative Action Office is to support the University's mission of research, teaching and public service by (1) providing consultative services to the campus regarding Affirmative Action and Equal Employment Opportunity Programs(2) promoting an inclusive environment where diversity is recognized, celebrated and valued; and (3) increasing the visibility of UCLA in the general community through programs that promote access and opportunity. Activities and services include: 

  • Monitoring campus affirmative action activities and reviewing campus statistical data
  • Developing recruitment strategies and providing assistance in recruiting qualified individuals who are underrepresented in the campus workforce for management and staff positions
  • Developing educational programs and providing diversity training to campus departments, managers, supervisors and employees
  • Investigating and mediating internal, informal discrimination complaints from staff
  • Investigating, mediating and responding to all staff discrimination complaints filed with state and federal compliance agencies
  • Investigating reports of activities that might violate campus nondiscrimination policy
  • Investigating complaints of sexual harassment filed against staff employees.

Chancellor's Advisory Group on Diversity
This Advisory Group helps to promote diversity in all its forms in all areas of our work as a campus community. Its charges include:

  • Developing recommendations for advancing the broadest possible understanding of the campus commitment to diversity
  • Developing recommendations for effectively incorporating diversity matters into the campus strategic planning process at all levels of the institution
  • Recommending processes to further UCLA’s diversity goals in a number of areas including, but not limited to, student, faculty, and staff recruitment, advancement, and retention.

COMMUNICATIONS TECHNOLOGY SERVICES (CTS)

CTS is the voice, data and video service provider for UCLA. CTS offers local and long-distance calling services for more than 38,000 telephone lines, telephone sets and other equipment, voice processing applications and more. CTS manages the Campus Backbone Network (CBN) infrastructure that networks UCLA and provides access to the Internet, Bruin OnLine (BOL) access for more than 56,000 users, and related services like domain name registration. In addition, CTS databases provide listings for the Campus & CHS Directory (online and print) and the University of California statewide directory. FACILITIES MANAGEMENT

Facilities Management is responsible for maintaining and enhancing UCLA's buildings, grounds and infrastructure in an optimally effective and environmentally responsible manner. This department provides building systems maintenance for plumbing, electrical, heating and air conditioning systems, custodial, grounds, locksmith services and manages the Energy System Facility that supplies the campus with electric power, steam and chilled water. Also contact Facilities Management for your refurbishment projects and other department needs. Skilled craftworkers can build and refinish furniture, paint and remodel offices, design signs and name plates, and fabricate keys. Projects are managed from conception through design, execution and completion. 731 Circle Drive South.
