Enclosed for formal review are proposed technical revisions to the following Academic Personnel policies, all of which are suggested to ensure uniformity between existing policies.

APM 015, Part II conforms to the definition of Nondiscrimination found in APM 035-0.

APM 036-0(b), (c) and (d) conforms to the definition of Nondiscrimination found in
APM 035-0.

APM 140-33(b)(2)(a) conforms this section to the definition of Nondiscrimination found in APM 035-0.

APM 160, Appendix A (b)(2) conforms this section to the definition of Nondiscrimination found in APM 035-0.

APM 220-4-b adds “Professor of Clinical __ series,” which is defined as a separate series
in APM 275, to the list of series titles distinct from the professorial series.

APM 230-20(h)(2)(b) adds “Domestic Partner (same sex or opposite sex)” to the list of those near relatives entitled to accompany Visiting appointees, to conform to APM 520-4, defining near relatives.

APM 310-17(c)(3) adds additional information regarding the criteria for advancement to
Step 6 and Above-Scale to conform to the recently revised criteria in APM 220-18(b)(4).

Re: Proposed New Policy to Append APM 010, Academic Freedom

Enclosed for formal review is a proposed new policy: APM 010, Appendix B, Statement of Principles: Student Academic Freedom of Scholarly Inquiry. 

Proposed new Appendix B seeks to clarify the meaning of student freedom on scholarly inquiry within the context of faculty academic freedom.  In 2003, revisions to APM 010, Academic Freedom, fostered awareness in the University community for the need to define student freedom of scholarly inquiry.  To explore the issue, the University Committee on Academic Freedom (UCAF) agreed to take on this task and formed a joint Academic Senate – Student Affairs systemwide work group.  Over the course of several years, the resulting Statement of Principles was reviewed extensively by the Academic Council; Council of Chancellors; Council of Graduate Deans; Vice Provosts for Academic Personnel; Vice Chancellors for Student Affairs; the UCOP Universitywide Policy Office; and the Office of General Counsel.

Please make this proposed policy available to your faculty and other interested parties for comment.  Opinions of faculty members are of particular importance, given the central role of shared governance in the University.

Re: Proposed Technical Revisions to APM 028, Disclosure of Financial Interest in Private Sponsors of Research

Enclosed for formal review are proposed technical revisions to Academic Personnel Policy 028 – Disclosure of Financial Interest in Private Sponsors of Research.

APM 028 implements the requirements of the state Political Reform Act of 1975 (Government Code Section 87100 et seq.), which requires state agencies to have conflict of interest codes and to institute financial interest reporting and disclosure procedures for designated officials. The Academic Decision Regulation (California Code of Regulations Section 18702.4(c)(2)) governs the applicability of the Political Reform Act to researchers; it requires them to report to campus officials financial interests in non-governmental research sponsors, including investments, income, and gifts that may affect research decisions.

The proposed revisions reflect changes in the statute and regulations governing reporting of financial interests by researchers at California public universities, changes in job titles at the University of California, and non-substantive grammatical improvements. The revisions are technical only and do not constitute a comprehensive review of APM 028.
